The year was 1958. I was a radar maintenance technician stationed on a distant radar site in Southern Japan on a mountain high known as Suburiyama. We were a part of a United States Air Pressure radar network called AC & W (Plane Control and Early Warning). Our mission was to seek for Soviet aircraft entering our airspace and scramble fighters jets to intercept the enemies plane. It was a part of the Cold War strategy.

Solely after this double evaluation has been made and the results collated, has the time come for the next step, the formulation of policies governing the overall follow, process and habits of the client in all these aspects in which he is available in contact with the general public. And solely when these policies have been agreed upon is it time for the fourth step.
